How assessments work in Sangamon County

Illinois counties outside Cook assess through township assessors, and a county Board of Review hears complaints about those assessments. In Sangamon County the Supervisor of Assessments runs the county assessment office, and each township has its own assessor. The county publishes a list of assessors and township multipliers. The Board of Review filing table shows the date each township's assessments were published, the date they were mailed, and the filing deadline.

The Illinois Property Tax Appeal Board (PTAB) says its jurisdiction is limited to the correct assessment of a property based on equity and the weight of the evidence. It cannot review the amount of a tax bill or the tax rate. The Board of Review wants evidence of a lower value: sales of comparable homes, an appraisal or a sales contract, and photos. The person who files the complaint has the burden of proving the lower value.

Exemptions and their deadlines

  • Exemptions: the Supervisor of Assessments page lists links to apply for exemptions, check your exemptions, apply or renew preferential assessment, and the Senior Citizens Real Estate Tax Deferral program.
  • Phone: the Supervisor of Assessments handles exemptions and equalization factors at (217) 753-6805.

The county page does not list exemption filing dates in the part I opened, so ask the office for current dates. An exemption lowers what is taxed. An assessment complaint changes the assessed value.

How to appeal, step by step

  1. Find your assessment and your township. Search your parcel on the Sangamon County property tax site. Note your township and look it up in the Board of Review filing deadlines table.
  2. Talk to your township assessor. The county encourages this, but the Board of Review deadline does not wait. Call the Supervisor of Assessments at (217) 753-6805 with questions.
  3. Pull comparables. Get property record cards for similar homes with lower assessments, or recent sales close to your home, and photos of your home and the comparables.
  4. File the complaint with the Board of Review. Print the Assessment Complaint form from the property tax site and file it with the Board of Review before your township's deadline.
  5. Attend or waive the hearing. You will be notified of the Board of Review's written decision. Keep the postmark date, because it starts the 30-day PTAB clock.
  6. If you disagree with the Board of Review, the PTAB petition is due within 30 days of the postmark date of the Board of Review's written decision. Faxed or e-mailed PTAB appeals are not accepted.

That is an effective rate of about 1.99% of home value (median tax divided by median value).
