Jackson County, Oregon homeowners who disagree with their value file a petition with the Jackson County Property Value Appeals Board (PVAB), handled by the County Clerk in Medford. The county's deadline is Thursday, December 31, 2026, and the filing fee must be paid by then too. For petitions filed with the Clerk, the fee is $69, set by the Board of Commissioners on June 24, 2026 and effective July 1, 2026.

- Filing deadline: Thursday, December 31, 2026, for the petition and the fee.
- Fee: $69 per petition filed with the Jackson County Clerk's Office. Your hearing is not scheduled until the fee is paid in full.
- Where to file: Jackson County Clerk's Office, 10 S. Oakdale Ave. #114, Medford, OR 97501. Phone 541-774-6151. Office hours on the county page are Monday through Friday, 8:00 to 11:15 a.m. and 12:30 to 4:00 p.m.
- Hearings: scheduled by the Clerk after the filing deadline, and may be in person, online or by phone. Residential hearings run up to 20 minutes. Your petition is heard whether or not you attend.
- Refunds: if the board reduces your value, refunds are issued after the board adjourns (on or before April 15) and typically take 6 to 8 weeks. A lower value does not always lower your tax.
- After the board: appeal to the Magistrate Division of the Oregon Tax Court. The county page lists a $52 filing fee.

How assessments work in Jackson County
Oregon values each property three ways. Real market value (RMV) is the assessor's estimate of its sale price on January 1. Maximum assessed value (MAV) is the greater of 103 percent of last year's assessed value or 100 percent of last year's MAV. Assessed value (AV) is the lesser of RMV and MAV, and your tax is calculated on AV. Jackson County's hearing page states that real market value, and not the taxes billed, is the subject of the hearing.
At the hearing you get up to 5 minutes to present your case, the Assessor gets up to 5 minutes, and the board has 10 minutes for questions. Everything you submit stays with the board, so keep your own copies.
Exemptions and their deadlines
Oregon has no general homestead exemption. Jackson County's finance and taxation pages cover two programs:
- Senior and disabled citizen tax deferral: applications are accepted after January 1 and must be submitted no later than April 15. The state pays the county taxes and records a lien.
- Disabled veteran or surviving spouse exemption: the county says the exemption amount increases by 3 percent each year and applies first to your home and then to taxable personal property. The Oregon Department of Revenue says the claim is due on or before April 1 before the tax year, and that a new claim is due by April 1 if ownership or use of the home changes. How to appeal, step by step
- Read your tax statement. The statement mailed in October shows three numbers: real market value (RMV), maximum assessed value (MAV) and assessed value (AV). Your tax is calculated on the lesser of RMV and MAV, so the number you can usually move is RMV.
- Call the Assessor first. The Jackson County Assessor can explain how your value was set and sometimes corrects a record error without a petition. Contact the Assessor's Office through the county website.
- Build your evidence of value as of January 1, 2026. A recent arm's-length sale, a fee appraisal, comparable sales close to your home, a listing price below the roll value, or written repair estimates all count. The board looks at market value. The amount of tax you pay is not evidence.
- File one petition for each tax account with the Jackson County Clerk (PVAB) by the December 31, 2026 deadline. Real property petitions and instructions are on the county page.
- Attend your hearing or submit written evidence. Jackson County hearings may be in person, online or by phone, and the Clerk schedules them after the filing deadline. You can send evidence to the Clerk before the hearing and add testimony at the hearing.
- Read the board's order. If you disagree, you can file a complaint with the Magistrate Division of the Oregon Tax Court within 30 days of the order date.
