How assessments work in Bell County

Bell County property values are set by the Tax Appraisal District of Bell County, not by the City of Killeen, Temple, Belton, the school district, or Bell County commissioners. TADBC says the district values property for taxing units, administers exemptions, maintains parcel maps, and collects taxes for many—but not all—local entities.

The appraisal date is January 1. Bell CAD’s appraisal cycle is local and practical: fieldwork typically runs September through February to gather data, measure new improvements, and verify records; analysis and valuation happen in February and March using sales information; informal protest work happens in April and May; formal hearings generally start in June, continue in July, and can run into early August. Bell CAD’s current cycle is governed by its adopted 2025–2026 Reappraisal Plan.

For homes, Bell CAD describes the basic method as comparing a home to similar homes that recently sold. The district also notes a Texas-specific problem: Texas is a non-disclosure state, so the appraisal district does not have automatic access to every sale price. That makes your closing statement, recent neighborhood sales from a Realtor, photos, repair bids, and condition evidence unusually important in Bell County.

A homestead’s market value can rise more than 10%, but the assessed/appraised value used for many taxes is generally capped at a 10% annual increase after the first full year the residence homestead exemption applies, plus new improvements. Bell CAD’s home page specifically warns homeowners that the 10% homestead cap increase is mandatory until assessed value reaches market value.

Whether you should appeal

Appeal if you can prove either: (1) market value is too high, or (2) your home is unequally appraised compared with similar Bell County properties. Good Bell County evidence includes: a 2025 or early-2026 purchase price, comparable sales before January 1, listing photos showing condition, foundation/roof/HVAC repair estimates, incorrect square footage, wrong class/quality, wrong pool/outbuilding data, or sales grids showing lower values for comparable houses.

Do not file only because your tax bill is high. Bell CAD explicitly says property taxes cannot be protested—only the appraisal value can be. Tax rates are adopted later by the taxing units. Taxes are usually mailed around October, due when received, and payable without penalty until January 31 of the following year.

Published Bell County results are limited. Bell CAD’s 2025 Annual Report does not publish a median reduction or owner win rate. It does publish volume: in 2025, 30,734 accounts were appealed, 6,274 were protested online, 1,166 accounts were reviewed during the inquiry period, and 3,012 accounts received a formal ARB hearing. That tells you many cases are resolved before a formal hearing, but it does not prove a typical savings amount.

A realistic savings example: suppose a Killeen homeowner reduces taxable value by $25,000. Using 2025 rates for a common Killeen stack—Bell County 0.312800, Bell County Road 0.019900, Killeen ISD 0.877800, City of Killeen 0.701400, Central Texas College 0.090000, and Clearwater UWCD 0.002230—the combined rate is 2.004130 per $100. A $25,000 reduction is 250 taxable hundreds, so estimated annual savings are 250 × $2.00413 = $501.03. If your property is in a WCID, MUD, ESD, or a different city/ISD, use your own account’s rate stack.

Also check exemptions before spending energy on a protest. Bell CAD lists no fee to file exemptions and says homestead applications require the proper Texas driver license/state ID or other required documentation. Important exemptions include the residence homestead, over-65, disabled person, disabled veteran, 100% disabled veteran homestead, surviving spouse, and local exemptions. For 2025 rates/exemptions, ISDs show a $140,000 state homestead exemption and $60,000 over-65/disabled school exemption; Bell County lists local over-65 and disabled amounts of $16,670 and $10,000 respectively.

Step-by-step how to file

1. Pull your 2026 record and notice. Use Bell CAD’s 2026 Property Search and compare land value, improvement value, building area, class, condition, and exemptions. Bell CAD announced that 2026 values and appraisal notices were posted online for most properties.

2. Choose the right protest form. The official state form is Form 50-132, Property Owner’s Notice of Protest for Counties with Populations Greater than 120,000: https://comptroller.texas.gov/forms/50-132.pdf. Bell County is over that threshold. You are not required to use the form if your written protest identifies the owner, property, and dissatisfaction with an appraisal district action, but the form is the safest route. If you appoint someone, use Form 50-162, Appointment of Agent for Property Tax Matters.

3. File by the deadline. For most 2026 Bell County residences, the deadline was May 15, 2026, unless the notice was mailed later, in which case you had 30 days after the mailing date shown on the notice. 4. Filing methods.

  • Email: protest@bellcad.org. Bell CAD warns that protests are not accepted through its general customer-service email.

There is no filing fee for a normal ARB protest. Separate later remedies, such as binding arbitration after an ARB order, can require a deposit.

What happens after

Your protest goes first to Bell CAD staff for possible informal resolution. Bell CAD asks owners to meet informally with an appraiser before the formal ARB hearing. If you agree to a value, you can settle and avoid the board. If not, your case goes to the Appraisal Review Board of Bell County, the independent board that hears disputes between property owners and TADBC.

Bell CAD says hearing notices provide the date and time, and hearings are held at the appraisal district office at 411 E. Central Ave., Belton unless you properly request another appearance method. Residential hearings are limited to 15 minutes per parcel unless the board waives the limit. The usual order is: the hearing is opened, witnesses are sworn, the property owner presents evidence and an opinion of value, the district can cross-examine, the district presents its evidence, you can respond, both sides close, and the ARB deliberates and votes.

Non-oral options matter. You may appear by written notarized affidavit instead of attending. You may request a telephone or virtual hearing in writing by the statutory deadline; Bell CAD’s hearing notice instructions say phone/virtual participants must submit notarized affidavit evidence before the scheduled hearing time and check in shortly before the hearing. Reschedule requests go to reschedule@bellcad.org and must be received at least 24 hours before the hearing.

The ARB announces its determination and Bell CAD says an Order Determining Protest will be sent by certified mail or electronically if you elected electronic delivery. If you still disagree, Texas remedies may include district court, regular binding arbitration, or SOAH depending on the property and issue; many value arbitration requests must be filed within 60 days after receiving the ARB order.

Local tips

  • If you bought in 2025 or early 2026 for less than the notice value, lead with the settlement statement and appraisal. Bell CAD’s own method relies heavily on comparable sales.
  • Correct physical errors before arguing economics. Bell CAD notes it measures from the outside, so builder square footage and CAD square footage may differ; prove large errors with plans, surveys, photos, or measurements.
  • Ask for Bell CAD’s evidence early. For most residential properties, Bell CAD may provide a residential comparable sales grid or equity grid. If the grid’s indicated median value is below your notice value, the hearing letter explains how to accept that value by emailing protest@bellcad.org.
  • Do not miss the notice deadline while gathering perfect evidence. File the protest first, then build the packet.
  • If you missed the 2026 deadline, you usually cannot reopen a normal overvaluation case. Limited late remedies exist for specific legal issues, good-cause late filing before roll approval, clerical errors, substantial over-appraisal motions, exemption problems, military/offshore exceptions, or late-mailed notices; call Bell CAD before assuming you are out of options.

When Are Property Taxes Due in Bell County?

Property taxes are due upon receipt of the bill and, in most cases, must be paid by January 31; Bell CAD states all taxes are due by the end of January before becoming delinquent, and the Texas Comptroller states unpaid taxes become delinquent February 1. Quarterly installment payments are available for homestead property owners with an Over 65, Disabled Person, or Disabled Veteran exemption; the four due dates are January 31, March 31, May 31, and July 31, and the owner must sign up by January 31 each year. Participating entities provide full-payment discounts of 3% through October 31, 2% through November 30, and 1% through December 31.
