How assessments work in Rockland County
Rockland assessments are local. The five town assessors—not the County Finance Department—set the assessed values that later feed county, town, school, village and special-district tax bills. Appeal if your tentative assessment implies a market value above what your home could have sold for on the valuation date, or if similar homes are assessed more favorably. The most useful proof in Rockland is local and specific: 3–5 comparable sales near July 1, 2025 for a 2026 grievance, a recent appraisal, closing statement, broker price opinion, condition photos, contractor estimates, or evidence that the assessor’s record has the wrong living area, style, condition, finished basement or number of units.
Do not appeal simply because your tax bill is high. New York’s formal grievance reviews the assessment, not the budgets adopted by the county, town, school district or fire/sewer districts. NYS Tax says there is no cost to grieve an assessment and you do not need a lawyer, but if you lose at the BAR and pursue Small Claims Assessment Review (SCAR), the court filing fee is $30. Step-by-step how to file

2. Use the official form. The form is NYS Form RP-524, Complaint on Real Property Assessment. If a representative files for you, complete the representative authorization in the form. What happens after
The hearing body is the town Board of Assessment Review. It is appointed locally, generally has three to five members, and cannot include the assessor or assessor’s staff. You may appear, use a representative, or in many towns let the BAR decide on your written submission. A typical residential hearing is short: the board checks whether your complaint was timely, reviews your comps/appraisal and the assessor’s explanation, may ask questions, and then deliberates later. When Are Property Taxes Due in Rockland County?
County & Town tax is collected by the Receiver of Taxes in each town from January 1 through March 31; payments are interest-free in January, have 1% interest in February, and 2% interest in March. If not paid to the Receiver by March 31, the account is turned over to the Rockland County Commissioner of Finance on April 1, with a 5% penalty and 1% interest per month or part of a month from February 1 until paid.
