Northampton County, Pennsylvania homeowners appeal their assessment to the Revenue Appeals Board of Northampton County. Annual appeals must be filed by August 1 of each year to qualify for a hearing, and the hearing affects the following tax year. Interim appeals must be filed within 40 days of a Notice of Change. 2026 deadline and where to file

  • Annual appeal: by August 1 each year to qualify for a hearing, affecting the following tax year. The 2026 date has passed. August 1, 2027 falls on a Sunday, so file before the weekend.
  • Interim appeal: within 40 days from the date of the Notice of Change.
  • Fee: residential $25.00 per parcel, non-refundable. The application is not accepted without the fee. Check or money order payable to the County of Northampton. Rescheduling costs $25, and a hearing can be rescheduled only one time.
  • Where to file: Northampton County Courthouse, Assessment Division, Room 2112, 2nd Floor, 669 Washington St, Easton, PA 18042-7477.
  • One parcel per application.
  • Hearing notice: at least 20 days before the hearing date.
  • Evidence: supporting documents are due to the Assessment Office no later than ten business days before the hearing.

How assessments work in Northampton County

Northampton County's Assessment Office creates and maintains values for every property in the county under Pennsylvania rules. The county's appeal rules say the Common Level Ratio is determined by July 1 of each year, and they give homeowners three warnings worth reading before you file:

  • Your assessment could increase based on what is provided to the Revenue Appeals Board.
  • Provide the most recent comparable sales on the residential appeal form. Failure to provide comparable sales may result in your assessed value not being changed.
  • For a residential property with an assessed value of $175,000 or more, a written appraisal report by a state-certified real estate appraiser is required. Restricted appraisal reports are not accepted, and the values stated in the report are adopted as your statement of value.

The notice of appeal must be signed by the record owner, the person whose name is on the deed.

Exemptions and their deadlines

Pennsylvania's main homeowner relief is the school property tax homestead or farmstead exclusion. It lowers the assessed value used to compute your school tax, and only a primary residence qualifies. To receive relief for a tax year that begins July 1 or January 1, the application must be filed by the preceding March 1, so the next deadline is March 1, 2027. The State says the Governor has no authority to extend that date. School districts must notify homeowners by December 31 if a property is not approved or an approval is about to expire. The exclusion changes your tax bill, not your assessment, so it is separate from an assessment appeal.

How to appeal, step by step

  1. Pull your assessment and compare. Use the county's online assessment data at ncpub.org to save your assessed value and property record, and note whether your assessed value is $175,000 or more.
  2. Gather your evidence of value. The most recent comparable sales on the residential form. If your assessed value is $175,000 or more, a state-certified appraisal report is required, and it must reach the Assessment Office ten business days before the hearing.
  3. Pick the right appeal. File an annual appeal by August 1, or an interim appeal within 40 days of a Notice of Change.
  4. File the appeal form with the filing fee. Complete the residential application, sign it as the record owner, and submit it with the $25 fee to the Assessment Division, Room 2112, 669 Washington St, Easton, PA 18042-7477. If you want a receipt, include a self-addressed stamped envelope.
  5. Go to your hearing. You or an authorized representative must appear. An appellant who fails to appear is presumed to have abandoned the appeal. If someone other than an attorney attends for you, they need a signed power of attorney.
  6. Read the decision. An appeal to the Northampton County Court of Common Pleas from a Revenue Appeals Board decision must be filed within 30 days from the mailing date of the notice. Details are available from the Civil Division at the Government Center in Easton.

What property taxes cost in Northampton County

The U.S. Census Bureau's American Community Survey (2020-2024 five-year estimates) puts the median real estate tax paid by Northampton County homeowners at $4,700 a year, against a median home value of $308,600.
