How assessments work in Westmoreland County
Westmoreland County's Tax Assessment Office supports the Board of Assessment Appeals, which reviews any assessment a taxpayer challenges. Because an annual appeal takes effect the next tax year, the Board is judging what your property should be assessed for next year, not refunding a bill you have already paid.
The number that matters is the one on your assessment notice or on the county's online property record. Look at recent sales of comparable homes near you, and check the record for the wrong square footage, bedrooms, baths or lot size.
Exemptions and their deadlines
Pennsylvania's main homeowner relief is the school property tax homestead or farmstead exclusion. It lowers the assessed value used to compute your school tax, and only a primary residence qualifies. To receive relief for a tax year that begins July 1 or January 1, the application must be filed by the preceding March 1, so the next deadline is March 1, 2027. The State says the Governor has no authority to extend that date. School districts must notify homeowners by December 31 if a property is not approved or an approval is about to expire. The exclusion changes your tax bill, not your assessment, so it is separate from an assessment appeal.
How to appeal, step by step
- Pull your assessment and compare. Use the county real property search to save your assessed value and property record, and compare it with what similar homes near you sold for.
- Gather your evidence of value. A recent sale of your property, an appraisal, or recent sales of comparable homes with the differences explained. Take photos of any damage and keep repair estimates.
- Pick the right appeal. File an annual appeal by August 1 if you want your assessment reviewed for the next tax year. If you received a notice of change, file within 40 days of the mailing date instead.
- File the appeal form with the filing fee. Get the form from the Forms section of the Westmoreland County site or from the Tax Assessment Office, 40 North Pennsylvania Avenue, Suite 440, Greensburg. Call (724) 830-3490 to confirm the fee and the filing method before you send it.
