⏰ Volusia's appeal deadline is September 11 — 44 days away.
Direct answer: For 2026 Volusia residential value appeals, the Value Adjustment Board (VAB) deadline is September 11, 2026—25 days after the August 17, 2026 TRIM notice mailing. File through Volusia’s 2026 VAB petition portal, or file DR-486 by mail/delivery/in person with the Volusia County Value Adjustment Board, 123 W. Indiana Ave., Suite 301, DeLand, FL 32720; the standard petition fee is $40, while portability petitions are $15. (volusia.org)
How assessments work in Volusia
Volusia reassesses property every year for the January 1 assessment date. The Property Appraiser says Florida requires county appraisers to assess property at Just Value, which it defines as market value; Volusia uses a CAMA mass-appraisal system and divides the county into 2,900+ neighborhoods with similar value influences. The office updates cost tables annually, calibrates them to local construction costs and new-home sale prices, then checks neighborhood-level results against vacant land and improved sales. (vcpa.vcgov.org)
Your 2026 cycle looks like this: value as of January 1, 2026; TRIM notice mailed August 17, 2026; VAB value petition due September 11, 2026; VAB hearings scheduled October 1–November 20, 2026; final VAB meeting January 25, 2027. Tax bills are handled later by the Tax Collector; annual property tax bills are mailed on or before November 1, taxes are due by March 31, and unpaid taxes become delinquent April 1. (volusia.org)
The most important number to read on your TRIM is not just “market/just value.” Look at whether a reduction would actually lower assessed value or taxable value after Save Our Homes, non-homestead caps, classifications, and exemptions. A successful VAB appeal that only lowers market value but leaves assessed value capped below it may not lower this year’s tax bill.
Whether you should appeal
Appeal if you can prove Volusia’s January 1 market value is too high, or if an exemption/classification was denied incorrectly. The Property Appraiser specifically suggests documentation such as comparable sales, construction-cost information, and appraisals. Good homeowner evidence usually means 3–6 similar sales near your neighborhood, closed before or close to January 1, with adjustments for size, condition, waterfront/beachside location, pool, garage, age, and remodel level. (vcpa.vcgov.org)
Start with Volusia’s property record. Check living area, extra features, condition, land use, and whether the site is coded correctly. A wrong square footage, pool, finished garage, or neighborhood can matter because Volusia’s model prices different coded building areas and neighborhoods separately. (vcpa.vcgov.org)
Published local success rates or median homeowner reductions were not posted in the official Volusia VAB materials reviewed. Volusia and the Property Appraiser do publish roll-level data, though: the 2025 preliminary roll summary showed total just value of about $108.5 billion, taxable value of about $65.8 billion, and 363,677 total parcels, which gives context for how broad the mass-appraisal process is. Do not assume that a high tax bill alone wins an appeal; the VAB is deciding value, exemptions, classifications, deferrals, and related statutory issues—not whether taxes feel affordable. (vcpa.vcgov.org)
Also check exemptions before you appeal. Volusia lists homestead, senior, disability, veteran, widow/widower, granny flat, conservation, historic, first responder, and agricultural classification options. Homestead generally requires that you owned and occupied the Volusia home as your permanent residence before January 1 and applied by March 1; Volusia describes the base homestead exemption as $25,000 plus an additional amount that may reach $26,411 for qualifying assessed values, not applied to school levies. (vcpa.vcgov.org)
Senior homeowners should check the local senior exemption: Volusia’s page lists an additional exemption up to $50,000 for qualifying homesteaded owners age 65+ with prior-year household income not exceeding $38,686, with local taxing-authority limits. Volusia also lists a 25-year senior residency option for some taxing authorities. Disability and veteran exemptions can be much larger in the right facts, including a $5,000 service-connected disability exemption and full homestead relief for some totally and permanently disabled veterans. (vcpa.vcgov.org)
Step-by-step how to file
-
Read the TRIM notice immediately. For 2026 value appeals, Volusia’s TRIM mailing date is August 17 and the deadline is September 11. Exemption/classification denial deadlines are different: 30 days from the denial mailing; Volusia lists July 8, 2026 for homestead denials mailed June 8 and July 15, 2026 for classification denials mailed June 15. (volusia.org)
-
Talk to the Property Appraiser, but do not wait on the deadline. DR-486 states you have a right to an informal conference, but it is not required and does not change the filing due date. Volusia’s Property Appraiser encourages informal review and lists DeLand at 386-736-5901 and Holly Hill at 386-254-4601. (volusia.org)
-
Use the right form. For a typical homeowner value appeal, use DR-486, Petition to the Value Adjustment Board – Request for Hearing. Use DR-486PORT for portability of homestead assessment difference and DR-486DP for deferral or penalties. Florida DOR’s forms page also lists DR-486A for written authorization, DR-486POA for power of attorney, and DR-486MU for multiple parcels/accounts when applicable. (volusia.org)
-
File with the Volusia VAB Clerk. The portal is the easiest route and allows evidence uploads. The VAB contact/address is 123 W. Indiana Ave., Suite 301, DeLand, FL 32720, phone 386-740-5164, email valueadjustmentboard@volusia.gov. Volusia’s local procedures say the Clerk will not accept petitions by email or fax; if you cannot file online, file in person, by mail, or by delivery service. (vab.vcgov.org)
-
Pay the fee. Volusia’s 2026 portal states the filing fee is $40 per petition, except portability petitions at $15. Credit card payments have a third-party service fee of 2.95%, minimum $1.95. Non-electronic petitions may be paid by cash, check, or money order payable to Volusia County Value Adjustment Board. (vab.vcgov.org)
What happens after
The proper appeal authority is the Volusia County Value Adjustment Board. It is an independent five-member board; special magistrates conduct hearings and recommend decisions, while the VAB makes final decisions. (volusia.org)
Hearings are at the Thomas C. Kelly Administration Building, 123 W. Indiana Ave., Suite 301, DeLand, generally 8:30 a.m.–3:30 p.m. during the hearing period. They are informal: the Property Appraiser presents evidence supporting the value, you present your evidence and testimony, and rebuttals are heard. You may represent yourself, use an attorney, or use an approved agent. (vcpa.vcgov.org)
Remote hearings are available in 2026. Volusia’s procedures say the VAB must offer remote hearings upon written request made at least 10 calendar days before the hearing; the county FAQ says to email the clerk with that request. If you do not want to appear, DR-486 lets you check that you will not attend but want your evidence considered; in that non-oral option, the Property Appraiser can still object to or cross-examine your evidence under the same statutory standards. (volusia.org)
Evidence exchange is now mandatory. Volusia’s 2026 local procedures say both you and the Property Appraiser must provide evidence to each other at least 15 calendar days before the hearing, with electronic evidence in legible PDF format uploaded to the VAB system. The Clerk must notify parties of the scheduled appearance at least 25 calendar days before the hearing. (volusia.org)
After hearings, the Clerk issues the special magistrate recommendation and notice of the final VAB meeting. The final board meeting is not a new evidence hearing. Volusia’s procedures say final decisions are issued within 20 days after the final board meeting. (volusia.org)
Local tips
Use taxable-value math before filing. Volusia’s 2025 final millage grid shows Deltona at 18.7448 mills. If a Deltona homeowner wins a $30,000 taxable-value reduction, the estimated ad valorem savings are $30,000 ÷ 1,000 × 18.7448 = $562.34 before any effect on discounts and excluding non-ad valorem assessments. After a $40 filing fee, the first-year net is about $522. But if Save Our Homes keeps assessed value unchanged, savings could be $0 even if market value drops. (vcpa.vcgov.org)
Do not ignore the tax bill while the appeal is pending. Volusia’s local procedures warn that a taxpayer with a pending petition must make the required partial tax payment by the delinquency date, generally March 31, or the petition can be denied regardless of a special magistrate recommendation. (volusia.org)
Bring Volusia-specific comparables. A beachside Daytona Shores condo, an Ormond Beach pool home, and a Deltona inland subdivision home are not interchangeable. Volusia’s own model is neighborhood-based, so your evidence should be neighborhood-based too. (vcpa.vcgov.org)
Volusia Property Tax Rate
There is no single countywide combined rate for every home; Volusia parcels are taxed by the sum of applicable taxing authorities. The Volusia County Property Appraiser’s 2025 final millage table lists, among others, countywide Volusia County rates of General Fund 3.2007 mills, Law Enforcement 1.5994 mills, Library 0.3697 mills, Volusia Forever 0.2000 mills, and Volusia ECHO 0.2000 mills; countywide school rates include Required Local Effort 3.0310 mills, Discretionary 0.7480 mills, and Capital Improvement 1.5000 mills. Municipal and special-district millages may also apply by parcel location.

When Are Property Taxes Due in Volusia?
Collection begins November 1; the full amount of property taxes is due by March 31, and unpaid property taxes become delinquent April 1. Installment-plan applications are due prior to May 1. Enrolled taxpayers pay the 1st installment by June 30, 2nd by September 30, 3rd by December 31, and final/4th installment by March 31; if the first installment is not received by July 31, participation is cancelled. Early-payment discounts: 4% if paid in November, 3% in December, 2% in January, and 1% in February; March has no discount.
This is not the same as the assessment appeal deadline above. The appeal deadline is your window to contest your assessed value; the payment due date is when the resulting tax bill must be paid. Missing one does not affect the other, but missing either has real consequences — one forfeits your right to appeal for the year, the other can trigger penalties and interest.
